I’m not sure if yours is about to flower, but I currently have 2 pings in bloom and I’m in the US. So pings definitely bloom in winter or at least mine do! 😁

Think it's just a new leaf I'm afraid. It will develop a longish stem for the flowers. The tiny green bud might be the stem developing but bit too hard to tell rn. Keep us updated!!
