It looks like you probably have a pest. It’s difficult to tell from that photo, but blister mites are a possibility (attached an info sheet); however, it also looks like something was gnawing on those leaves and deforming them when they were young (shriveled green leaves), so something like aphids is also a very likely possibility.
Recommend searching for “apple tree pests”, then do an image search for “apple tree PESTNAME damage” for each kind of pest and try to figure out what looks the most like what you’re seeing.
