The base being brown might be a sign of root rot/overwatering. That pot looks a bit big for such a small cactus.
Let the soil dry out completely before giving it a good soak and drain.
I recommend checking the roots. If the feel mushy and look dark/off then it might be root rot. Remove the bad roots and repot into a snugger pot with a soil with more perlite/pebbles. And of course good drainage
