Anyone know about cactus? I usually underwater my succule...

What I'm wondering is if it's under watered, disease, or pests. I wanted to let it do it's thing naturally but if it's pests or disease I have to nip it in the bud before it spreads. Any advice is appreciated, thank you. Also, I'm assuming that the skinny portion will always be skinny? Can't fill it back out again?
1ft to light, indirect
4” pot with drainage
Last watered 2 weeks ago
It could be not enough sun. My cacti did that and slowly climbed towards the window. I’m not sure with golden torch though.
I have it outside so it gets overcast/direct sunlight all day. I only bring it to a covered area if it's going to rain. Thanks for the reply.
No problem! I don’t know where the infinite supply of dragonfruit I have comes from, but now I have it and can’t get rid of it. It hates my house and stretches like crazy towards the window even though there’s a grow light, and looks just like your cactus. Also I think they do that and then the top falls off and that’s how they multiply. I could be totally wrong though, but you can prop cacti through cuttings.
I'm kinda scared to try to prop it lol. I've only ever done one chop and prop and that was a succulent.
Also I'm in the PNW and the season is changing so I'm apprehensive of trying now. I might see how it goes naturally.
