This happened to mine but bounced back: neglect and full sun helped. Rosemary really doesn't like water in any form suffocating it, so make sure the spot its placed in isn't humid and the soil is not soggy (I water mine once in two weeks now, just enough water to almost stream out the bottom of the pot)
