Yes, they can but you must do it when they are very young and pliable. When they are still green they will bend easier. After they get brown and woody they won't really bend.
Most braided trees are ties at the base and also the top (garden Velcro is great for this because it flexes as the trees grow). Never leave the tie or Velcro on for longer than 6 months because it could cut into the tree.
