@PurelyRockfig15 Did you fertilize it during the season of growth ? That could be a reason it didn’t flower so much . It should be fertilized throughout the growing season when you water. You can safely cut it all back before winter this will promote new growth for next spring. Cutting it back too the ground is fine. Good luck
