I’m not sure what the dust is. But it looks to me that it needs to be moved into a bigger pot. The leaves show signs of both under and over watering. That means that the roots are not equally getting sufficient water and others are getting too much. That’s a sign it needs a bigger pot. Get a pot that’s 1-2” bigger.
