It looks like you have a mealy bug infestation. You can use a 70% strength of rubbing alcohol and wipe down your plant (s) , i’m not sure if you have more infestations and other plants but the 70% alcohol kills mealy bugs instantly. It keeps you from having to chop your Hoya, and it’s more natural. :)
