How do you know when it’s time to repot in a bigger pot?

There are a few ways!
1. Roots coming out the drainage holes.
2. Not retaining water/water pouring out as you pour it in.
3. If it's still in the nursery pot and you give it a squeeze it feels too hard.
4. It's been too long. Dracaena usually like a repot every 3-5 years, less if they are growing like crazy!

I actually just repotted mine for the first time since I adopted it about 5 years ago. Definitely waited too long πŸ˜‚ but we are on great terms now!
