That plant is so cool! I haven't seen one like it!
I would imagine like any Dracaena - a stem cutting or root division (which would be best).
If you cut the stem of the plant at the red line, it should continue to grow and possibly even branch at that spot.
Then you could take the stem cutting that you have and let it dry a bit to callus over, dip it in rooting hormone, and plop it into a pot. Just go easy on the water while it's rooting.
