All of the meat should be removed BEFORE planting for greatest germination success. Otherwise the meat and skin will rot.

Soak seed in water for 24 hours. Soaking softens the outer shell making germination more likely.
Place seed in a moist paper towel in a sealed ziplock bag, place in a warm location with indirect light.
It should germinate within 2 weeks.
Every few days check paper towel keep it moist throughout.
After it germinates move it to the soil but don't bury the new leaves.
This process will give you the greatest likelihood to success.
