Doesn’t look sun burnt , could be over watered at the roots. If you check the roots and they look okay I suggest hitting them with some fertilizer - maybe not getting enough nurtrients from the soil.

It looks too dry to me. Basil likes to be kept moist consistently like I don’t even let the soil dry out
