I think those are mealy bugs! Or some type of fungus / pest / bacteria.
I’m not familiar with these plants but that texture seems really funky. Try using a small amount of dish soap in water maybe add a little hydrogen peroxide and gently wipe down all areas. It might need a repot too check the roots
