Very hard to tell. Could be a damaged leaf. But also could be the slightest start of a fungal or bacterial issue. The tiny spots with a yellow “halo” around it leads me to lean towards leaf spot, but I honestly have not seen leaf spot start out that tiny! It could be rust if not pest damage. I would cut it off and dispose of it just to prevent potential spread. Continue to keep an eye and treat with a fungicide such as neem oil if it persists.
