Powdery mildew?

This is my first encounter with powdery mildew. I noticed it after I put my ferox in the bathroom while I had a shower.

Only one leaf was affected this badly, and I couldn’t find spots on any other leaves, only white flakes that came off easily if I gently blow.

This guy is already on the opposite side of my room to the other plants so no need to worry about isolation I don’t think.

I just want to confirm that this is powdery mildew? I’ve cut off the affected leaf but how do I treat/prevent it coming back?

@BabyChia44 is it definitely mealy bugs? I’ve never seen the flakes move and meal bugs are quite bit no? I never saw anything bug like on the plant. I assumed the flakes were bits from the mildew above it that fell down to the leaves below
@BabyChia44 im pretty sure neem oil is illegal in the UK unfortunately!! Do you know any alternatives off the top of your head?

Thanks so much for helping @PiousWaterfern by researching Neem in the UK.
I don't and won't use any insecticides. Nature provides an abundance of cures....
That doesn’t look like powdery mildew to me at all. It literally starts out looking like a dusting of powder on the leaves and the die back look more like failure to thrive, not such an aggressive attack. Is that a spittle bug egg sack I see?
