Pests

Perhaps a spittle bug? Is there any damage to the foliage or stems ? I don’t think they do damage or are considered pest. Im not entirely familiar with their eating habits XD
@Uzi I’d treat it use alcohol on those spots it looks like spider mites in first picture because of the webbing I see . After you cleaned the spots then use an insecticide on top of soil and to clean all stems and leaves. Also be sure it’s not near other plants that it could spread too. Catching this quickly will be your best course of action.
I agree it looks like spittlebug foam which starts out clear and then as it ages it turn brownish. Sometime when fresh you will see them buried underneath it.

Yes, the do damage plants and suck the sap. Inside the foam is usually a nymph spittlebug.

Thats likely old, the spittle won't be sticky and you can usually pull it off. If your grosses out a strong spray of water will remove it. There shouldn't be larvae this time of year. They go by seasons. Right now they will be adults and laying their eggs. The eggs will stay on the plant through winter. And the larvae will emerge in spring.

You will read in google that neem oil or insecticidal oil will kill the eggs. THAT IS NOT TRUE!!! It will not penetrate the tough shell.

So the best option is to hose them down.

I took a photo off of google so you know what different types can look like. These are what you will find this time of year.
I wiped it off with rubbing alcohol shortly after posting, and underneath were dozens of shiny dots that wouldn’t rub off, but didnt appear to be damage as the leaves still look healthy 🤔 I couldn’t find a lot of insect-looking damage on the plant either, but I did find one singlular small ish bug that did seem similar to a spittlebug nymph, but it wasn’t pointed in shape like the ones on search and it was translucent white in color. Very odd.
I did also find webbing so it could be spider mites and something else 🤷‍♀️
