Is this some kind of pest or fungus on my philodendron pl...

I do not see any actual bugs, but I do see white fuzzy stuff. Could it just be dust? These plants have been pretty neglected, I won't lie. I just water when they look a little sad and that's it. They're sitting in a West-facing window sill. I just recently took a look at these as I've been focusing on my rubber tree which is a few feet over, and noticed the white fuzz. Could it just be dust from being neglected? Or is it most likely pest-related? Also, could this jump to my rubber tree that is a few feet over?

My first thought, especially being under the leaves, is that’s its mealy bugs. I’d spray it all with neem oil, tops of leaves, bottom of leaves, stems, vines, soil, the whole thing. I’d likely also spray any plants in the near vicinity and then separate the ones that visibly have the white spots and quarantine them away from other plants. Treat plants weekly for a month.
I think you can also use rubbing alcohol on them, but I’d google that first. I can’t quite totally remember.
Milee bugs. Wipe them away with a disposable wipe or damp paper towel and toss in trash. The longer they’re there the worse it will get, and if too many bugs the plant may have to be thrown out. Those bugs are not easy to get rid of, the longer they are there.
