What's causing yellowing leaves in second year of growth?

All others planted last year have the same yellowing.

My soil is fairly sandy and moist, but high in phosphorus and calcium. Could this be a result of alkaline soil?

Dense, sandy soil can choke roots if it gets too dense. I'm not sure about anything else, sorry ;v; I don't know this plant
Thanks @ExecAudreyficus. This plant is a wetland plant, so I think it would do okay in anoxic conditions. The soil is not compacted (lots of earthworms, mushrooms etc in the mulch). Maybe there some fungus it doesn't like...?
