The picture is a little blurry, but it looks like mealy bugs! You can use qtips dipped in rubbing alcohol to wipe them off, and then give them a good spray down with 1:4 rubbing alcohol: water. Keep out of the sun until it dries. Repeat as needed! They’ll definitely eat up your plant if indeed it’s mealy bugs. 😥
