I would not water in that kind of environment. The cold water on top of freezing temps could put your plant in shock. If it’s in the ground the roots will get the water it needs when the snow melts or you can wait till it warms up a bit and water it then. I usually water my outside plants after 1:00 pm in winter because it seems to be the warmest part of the day now.
