I love Dracaenas!!! If you go to put him in soil make sure you give him some rooting hormones. I’ve propagated from my yucca they are much more successful when planted directly in soil, I would suggest dipping him in rooting hormones and putting him right in some soil, don’t let it completely dry out, water when there is the slightest bit of moisture left, if you put your finger an inch in the soil and you can feel moisture but little to no soil is left on ur finger it’s time to water again, they usually will develop roots with in a month, once a month or month and a half has gone by let the soil fully dry out between waterings
