Don’t worry, that is perfectly normal and healthy! It is from when new leaves come out, I am not sure exactly the details of how it works but you can see the cycle for yourself on my Philodendron! It is a part of the newly sprouted leaf, the leaf grows out of it, then it dies off.

Anyways i usually pinch/snip them off when i remember to, but they cause no harm to the plant and are a part of its natural cycle!
Yes, those aren’t leaves they protect the new emerging leaves don’t worry!
Those are called stipules. All begonias have them, and they tend to stay attached to the plant. Stipules are actually an identifying characteristic of all begonia species.
