No new leaves
I moved my avocado to a new pot about a month or more ago and it hasn't been growing ant new leaves and is concerning me. And their is also little dirt bugs/flies all on the dirtm

If they look clear, white, or shiny and are rice-shaped, they might be beneficial springtails that tend to come free with potting soil or manifest out of thin air, I'm not sure, but they are harmless. You can easily shrink their population by letting the soil dry out completely before watering again if you want.
Now, to address your primary concern from the look of your picture, you grow your plant indoors. Avocados are tropical trees and need full direct sunlight and high humidity to achieve maximum growth. You might want to think about getting a high-powered grow light and a heating mat if you plan to keep it indoors or move it to a location with more heat and light to help stimulate its growth.

I canβt see them in the pictures but if theyβre flying and your plant is struggling, you might have yourself a fungus gnat infestation. Better break out the fungicide (peroxide if you donβt have any), and take a look at the roots. Dig around in the soil, too. Then spray the heck out of it and sprinkle some cinnamon on it as well. Sounds funny, I know, but itβs a thing and it does help, plus it smells yummy. LOL Sarah @RealSimpleMama) has a hashtag devoted to it! #DeathByCinnamon
