Why is one part of my lithop hard and shrivelled up?

The rest of it looks healthy and plump like it has plenty of water. It's been this way for a couple of months.

Based on the photo, it looks like it rotted. When lithops start to split in the middle, you're supposed to completely stop watering. Splitting means it's growing new leaves, and it will draw all the water it needs from the old leaves. Once it's done splitting, the old leaves will shrivel up and be re-absorbed by the plant — once that process is complete, you can once again resume watering.
I would remove the half-rotten one and check the roots. Hopefully the rot isn't too widespread and you can save the healthy half. Healthy roots are firm and lighter in color, rotted roots are darker in color and mushy. Use sterilized scissors or a knife and carefully cut away the rotted half and any rotten roots, then repot in fresh, dry soil. Don't water again until early summer at the soonest, or until after the other one is done splitting as I described above 😊
