I think your pot is too big for such a small plant. It cannot absorb all the water in the soil because it’s so small and so the wet soil is likely causing the roots to rot. I recommend taking the plant out of this pot, removing the excess soil, and using a 2-3 inch pot with fresh potting mix. I also suggest having the base of the plant sitting much higher in the pot so that the leaves have more access to light. When it comes to watering, think about this: less leaves and less light = less water needed. Rex Begonia does like indirect light, so the light you have it in is good.
