White stains on BOP (wiping doesn’t work)

My BOP arrived with white stains/spots on her leaves and it won’t go away even with leaf wiping. Is it some kind of mold? Can it be powdery mildew? Would neem oil treatment help?

It shouldn’t hurt it to put Neem oil solution on it.
This looks like hard water stains on your leaves. You may try to use filtered water in the future in addition to water conditioners. If you have something like a brita pitcher or filter on your faucet, this will help.

Fill your jug with the filtered water then add a drop of conditioner as well (I mix the 2 in a dropper bottle and add it to every jug with watering).

For the stain on the leaves, you can try water and vinegar to wipe leaves.
Do you use perlite or anything white on the soil?
@SpiffyGonolobus no I don’t. It arrived like this.
@SuperblyChilli from what I read on the internet, powdery mildew is wipeable, perhaps that's from the soil.
Hi! To me it looks like hard water stains, my ficus arrived the same way and I got rid of them by wiping with warm water and lemon juice.
