@destroyonyx yes places do that all the time, its so annoying and bad for the plant. You can scrape off the hot glue with a cotton swab and rubbing alcohol

Water dracaena gold dust 1-2 times a week, or when the soil is dry down to about the first knuckle. Don't over water. A well draining potting soil is essential for the plant.
Move your plant to get that type of lighting otherwise it will burn the leaves.
