It may be rust disease, which is fungal and can be brought about by too much / too frequently watering.

"YourΒ FicusΒ (rubber tree plant) appears to have a problem with rust disease This often appears to be tip scorching but in fact indicates a fungus disease. Remove severely spotted leaves. Spraying leaves will spread the disease, so don't spray mist the leaves for a couple of weeks. Spray with foliage fungicide after 2 weeks go by. It could be over watering as well."
