French Tarragon

I was wondering if anyone might know what is wrong with this plant. I received it a few days ago and suspected it might be spider mites but it doesn’t seem to be bouncing back. Any idea as to what the cause might be?

I would remove it from the pot and remove as much dirt as possible to inspect the roots. I suspect they aren't healthy, plump, white roots. The soil in the plant card says "regular" - this plant prefers a well draining soil and my guess would be that you have root rot. If there is any healthy looking roots left, you'll do good to trim away any soggy, dead roots, and all of the dead leaves, & any brown/dead stalk. Let the good roots dry for a day, then repot it into succulent soil that has a good amount of perlite mixed in, or coarse medium like pon or small granite or pumice rock. Plant it into a smaller pot so it's roots aren't likely to swim in water.
Also, black plastic and full sun, plus too much water probably is equal to boiling the plant's feet. It needs a lot of light, but also airflow and drainage. I'd probably choose terracotta to replant it. If the roots suck, but you have a bit of good stalk and healthy leaves left you might want to crop that off, remove the bottom leaves, and put the stick down in moist - not wet - soil, misting it every other day or so just to keep it moist - not wet, until new growth starts.

True "FalseTarragon" actually propagates by splitting, but babies can hide under the soil surface. If this is the plant you have, you may have a surprise waiting for you when you go to inspect the roots.
