Black dots on my Red Betel: eggs?

HOLY CRAP!!! Now I find this on Piper. Can you believe it!. I am getting a crash course in pests and disease this summer. Are those black dots eggs??? #happyplants #plantsmakepeoplehappy #jodisplace #pestcontrol #redbetel

I found this on Steve's Leaves, but I don't know if it is what you are seeing since you've mentioned a pest & disease crash course this summer. Maybe you could send them a picture seeking advice as to whether it is secretions, or pest/disease related.
