Might be Scale Insects.
Remove as many as you can see. Use a soft toothbrush or a damp sponge. Then put the plant in your bathtub and spray off the entire plant with a shower head.
After that is done, spray all leaves and stems with insecticidal soap.
Repeat weekly until they are gone. Best of luck ðŦķ
