Assuming you haven’t overwatered it and it’s not rotting, it could be fungus, corking, corking due to pests, etc. The difficulty of seeing makes it hard to tell, I would look for YouTube videos specific to the care of that cactus and see if they have any examples that look like what you’re seeing.
@TheConservator I honestly can’t tell what is under that hair, but I couldn’t spot any mealybugs, and the first photo looks to be taken in a dark environment and has a lot of shadowing whereas the second photo is bright. I didn’t make any definitive declarations in any direction, I just threw out a few possibilities with fungus first (because that was my first thought) and I also mentioned corking after looking at different examples of corking on that and similar cactuses and being unwilling to discount that there was zero chance of even part of what was pictured being corking under the hair (plants can cork virtually anywhere in response to some stressor or damage), before saying β€œetc” to drive home the point that these are all things that can happen but there are more things that can happen too, so in a scenario like this where it is so tough to see in photos they are probably better off looking at care videos specific to that cactus to see if anything seems relevant before going nuclear on their sick plant with isopropyl alcohol without knowing what is wrong.
