One of the stalks has begun turning pale and the tip brown. I’m not sure how to care for it. Any suggestions?

What species is this cactus?

Why am I getting brown patches at top of cactus? They are not soft and have some flaky “skin”. Don’t think it’s root rot, could be fungus?

I picked this up a week ago. It fills a 6 inch pot. Should I keep it indoors? Repot?
