Got a tiny bit of new growth!

Can I plant this in a large pot and put it outdoors?

Do I have to cut the branches down every spring or can I let new growth come from last year’s growth thank you

I live in S. CA and in the high desert 🏜 . It's not in the direct heat of the day on the patio, but it looks like she needs something to bring out her bloom.
