What is this yellow/brown stuff on my cactus

New plant owner, repotted this guy a few weeks ago, and im noticing some spots that weren’t there before? Also some fuzz on the bottom, is this ok or powdery mildew?

How big of a pot should I transplant it to

I’m just wondering why my cactus, repotted in the last week, is bending. I’m thinking maybe it needs fertilizer but wanted your advice. Thank you!
