Does anyone know whats wrong with this plant?

Hey! Does anyone know if this bad boy is thirsty or over-watered if the bottom leaves are soft and floppy? The roots look healthy, not rotting, I just watered him an hour or so ago, but he’s not getting any better. The top leaves are firm and healthy

should i cut all of the long stems?

Does anyone use plastic pots for their succulents? As long as the soil is very well draining. I know there not the best to use for succulents but it gets expensive buying all terracotta pots.
